ADRA Zimbabwe is seeking qualified consultants or consulting firms for an end-of-project evaluation of the Participatory School Development Project (PSDP) in Nyaminyami District, Mashonaland West Province.
Funded by the Ministry of Foreign Affairs of Japan, this project significantly improved education access through infrastructure development, capacity building, and outreach to out-of-school children.
1. Statement of Work: End of Project Evaluation
1.1 Introduction
ADRA Zimbabwe, as a humanitarian and development agency, is committed to alleviating poverty and injustice.
This opportunity involves conducting an evaluation for the PSDP, launched in April 2022 and concluding in March 2025, targeting three primary schools with a total enrollment of approximately 1,200 students.
1.2 Project Background
The PSDP aimed to enhance educational access and quality in Nyaminyami by constructing classroom and administration blocks, strengthening community capacity through School Development Committees (SDCs), and providing Non-Formal Education to out-of-school children.
2. Purpose of the Independent Evaluation
The evaluation aims to fulfill three key functions:
- Answer the elements of the Statement of Work (SOW).
- Provide evidence-based findings and conclusions.
- Supplement ADRA’s data with independent research.
3. Key Objectives of the Evaluation
The evaluation has two primary objectives:
- To independently verify ADRA Zimbabwe’s achievement records.
- To evaluate project performance based on value for money principles and support for the Sustainable Development Goals (SDGs).
4. Evaluation Questions
The evaluation will address questions regarding:
- Relevance to the SDGs.
- Effectiveness in achieving results.
- Efficiency in project delivery.
- Sustainability of outcomes beyond project funding.
- Impact on community capacity, particularly for vulnerable groups.
5. Evaluation Methods
Evaluators are encouraged to utilize a mixed-methods approach that incorporates both qualitative and quantitative data, ensuring robust findings.
6. Contractual and Reporting Arrangements
6.1 Profile of the Independent Evaluation Provider
- Minimum of three years of evaluation experience in international development, especially in education programming.
- Familiarity with results-based monitoring and evaluation methodologies.
6.2 Management Arrangements
ADRA Zimbabwe will manage the recruitment and provide logistical support throughout the evaluation process.
6.3 Deliverables and Timeframe
The evaluation will adhere to the following tentative timeline:
- Recruitment: Week of February 10, 2025
- Inception Meeting: February 17, 2025
- Data Collection: March 25-28, 2025
- Draft Report: April 10, 2025
- Final Report: April 18, 2025
7. Reporting Format
The final evaluation report should be a maximum of 40 pages and will include sections such as:
- Executive Summary
- Evaluation Methodology
- Analysis, Findings, and Discussion
- Conclusions and Recommendations
- Annexes
8. Ethical Standards and Confidentiality
The evaluation must adhere to ethical principles, ensuring participant confidentiality, unbiased assessment, and respect for intellectual property.
9. Application Process
Interested consultants should submit an Expression of Interest (EOI), including:
- Understanding of the Terms of Reference (ToR).
- Proposed methodologies and timeline.
- Team qualifications and relevant experience.
- Company registration and tax clearance documentation.
- Sample evaluation report.
- Financial proposal.
