Introduction and Rationale for the End of Project Evaluation
A leading organization dedicated to promoting democratic electoral processes in Zimbabwe is inviting expressions of interest from qualified individuals to conduct a summative evaluation of its Support to the Observation of the 2023 Harmonised Elections (2023-2024).

This evaluation will measure the project’s achievements against its interconnected objectives and assess its overall impact, providing vital insights for future engagements.

Purpose and Scope of the Evaluation
The evaluation will comprehensively assess the project’s success in meeting major outcomes, performance targets, implementation strategies, and partnership arrangements.

It will generate strategic recommendations to enhance future projects, documenting both intended and unintended outcomes, and providing lessons learned for enhanced democratic practice in Zimbabwe.

Evaluation Criteria
The evaluation will utilize the OECD/DAC criteria to assess:

  • Relevance and strategic fit
  • Validity of project design
  • Project results and effectiveness
  • Efficiency of resource use
  • Effectiveness of management arrangements
  • Impact and sustainability

Evaluation Criteria Include Key Questions Such As:

  • How well did the project align with the organization’s strategic plan and social inclusion criteria?
  • Were the project’s objectives realistic and adaptable, and did they facilitate tracking of progress?
  • What were the main achievements compared to initial objectives?
  • How sustainable are the project’s benefits, and how were beneficiaries involved in its execution?

Main Deliverables

  • Methodological Note: Draft a comprehensive inception report outlining evaluation methodology, including data collection strategies and timelines.
  • Draft and Final Evaluation Reports: Produce an end-of-project report, incorporating feedback from the Directorate and staff.
  • Evaluation Summary: A concise summary encapsulating key findings and recommendations.

Required Information for Submission of an Expression of Interest
Candidates interested in this assignment must submit the following:

  1. A proposal (max 5 pages) detailing understanding of the assignment and relevant qualifications.
  2. A cost breakdown covering consultancy fees, fieldwork, communication, meals, and other related expenses.
  3. Details of at least two previous evaluations relevant to this project’s context, with a preference for EU-funded projects.
  4. Confirmation of availability within 21 days of contract signing.
  5. An updated curriculum vitae with qualifications listed.
  6. Contact information for two referees.
