OVERVIEW OF THE FUNCTIONS OF THE POST

The National Project Officer will work under the overall authority of the Assistant Director-General for Education and will direct their efforts toward effective planning, implementation, and monitoring of UNESCO’s Education for Health and Well-Being initiatives in Mozambique.

This includes collaboration on the “Our Rights, Our Lives, Our Future” (O3) Project and the Unified Budget, Results, and Accountability Framework (UBRAF).

Key Responsibilities:

Project and Technical Support for the O3 Project:

  • Identify opportunities for UNESCO’s involvement in HIV, sexuality education, and health policy development.
  • Facilitate strategic planning and engagement in line with UNESCO and UNAIDS goals.
  • Collaborate with national partners, the Ministry of Education, and other related bodies in curriculum development and technical support.

Scale Up Comprehensive Sexuality Education (CSE):

  • Train curriculum developers and teachers in gender-responsive teaching.
  • Develop quality digital and non-digital resources for CSE.
  • Build a Community of Practice among CSE practitioners in Mozambique.

Strengthen Implementation through Evidence Generation:

  • Conduct research on CSE and school violence.
  • Foster the capacity of the education sector to effectively utilize data for planning.

Planning, Budgeting, Monitoring, and Reporting:

  • Support strategic planning for UNESCO’s health education engagements.
  • Ensure timely implementation, reporting, and budget monitoring of the O3 Project.

Representation and Partner Relations:

  • Represent UNESCO in coordination forums and build partnerships with ministries, national bodies, and civil society organizations.
  • Enhance collaboration with regional structures.

Resource Mobilization:

  • Engage in fundraising efforts and aid the Ministry of Education in securing funding tied to health education initiatives.

REQUIRED QUALIFICATIONS

Education:

  • Advanced university degree (master’s or equivalent) in education, social sciences, public health, or a relevant field.

Work Experience:

  • Minimum 4 years of relevant professional experience in sexual and reproductive health and education.
  • Experience in curriculum development and learning assessment.
  • Experience in monitoring and evaluation.

Desirable Qualifications:

Work Experience:

  • Experience with the United Nations System and multilateral settings.
  • Familiarity with inter-agency mechanisms of the UN System.

Skills/Competencies:

  • Proficiency in mechanisms like Common Country Assessment (CCA), United Nations Sustainable Development Cooperation Framework (UNSDCF), etc.
