OVERVIEW OF THE FUNCTIONS OF THE POST

In alignment with the UNESCO Regional Office for Southern Africa’s strategic goals, the consultant will spearhead the design and implementation of strategies to foster collaboration between UNESCO and key stakeholders, including bilateral and multilateral financing organizations, vertical funds, financial institutions, the private sector, and philanthropic institutions. This role requires close cooperation with UNESCO Regional (Harare) and Country Offices (Maputo and Windhoek).

The consultant will also address evolving trends in funding and development, advocating for innovative financing approaches as traditional funding sources diminish. Additionally, they will navigate internal and external platforms that frame UNESCO’s operations within the Southern African context.

KEY TASKS

  • Develop cohesive understanding and approaches among UNESCO’s technical staff, the Regional Office Director, and Heads of Country Offices for strategic engagement with funding partners.
  • Identify, devise, and implement new strategic partnership development tools, enhancing visibility for partner contributions.
  • Contribute to the formulation of UNESCO’s Regional Strategy for Southern Africa (2026-2030) and establish resource mobilization targets for the National Offices.
  • Engage in dialogue with government and private sector funding partners for investment in the Southern Africa region.
  • Facilitate high-level bilateral consultations addressing digital transformation, collaborating closely with relevant Country Offices.
  • Construct and maintain relationships with potential financing partners across the region.

OUTPUTS

  • Integration of UNESCO’s technical areas into donor policies and programmes.
  • Development of a comprehensive regional digital transformation programme proposal.
  • Articulation of a tailored Resource Mobilization Strategy for UNESCO’s Regional Office.
  • Coordination of missions by the director and senior staff to donor offices, including preparation of substantive briefs.
  • Establishment of recognition and visibility initiatives for partners within the Regional Office Strategy.

REQUIRED QUALIFICATIONS, EXPERIENCE & SKILLS

  • Master’s degree or equivalent in social sciences, business management, public administration, international relations, or a closely related field.
  • Minimum of five years of experience in resource mobilization and business development, particularly within UN-related environments.
  • Proven experience in successfully building partnerships and mobilizing resources, preferably within UNESCO’s areas of focus.
  • Strong skill set in writing and developing compelling content for diverse stakeholders.

LANGUAGE REQUIREMENTS

  • Fluency in English, with strong communication skills for engaging various stakeholders.
  • Proficiency in additional UNESCO languages is desirable.
