Position Summary
Welthungerhilfe is seeking a Programme Development Officer to provide support for project and program activities in the field. The ideal candidate will bring expertise in programme development and have a background in food security and nutrition.
Duties and Responsibilities
The Programme Development Officer will:
- Identify, assess, and preselect new project ideas aligned with country and regional programmes.
- Ensure compliance with Welthungerhilfe’s quality standards during project planning with partner organizations.
- Prepare internal project documents and coordinate with finance units on cost and financing plans.
- Identify co-financing options and negotiate with co-financers in collaboration with the Country Director (CD) and Head of Programmes.
- Prepare co-financing applications and identify potential new project partners.
- Control the implementation of projects according to quality standards and intervene if deviations occur.
- Supervise funds usage and financial requirements.
- Ensure timely and accurate reporting to the Head Office and co-financers.
- Engage in planning studies, evaluations, and audits while ensuring result implementation.
- Participate in planning and developing country and regional programmes in conjunction with CD/Head of Programmes.
- Contribute to medium-term financial planning for the region.
- Advise partner organizations on quality assurance and project implementation.
- Identify training and development needs of partner organizations.
- Represent Welthungerhilfe in national and international forums and coordinate with relevant organizations.
- Provide ongoing updates on economic and social development in project areas to relevant stakeholders.
- Participate in public relations activities, including media and publications.
Qualifications and Experience
Required:
- Undergraduate degree in a development-related field (agriculture, food security, etc.); a Master’s degree is advantageous.
- 3-5 years of relevant field experience in designing and implementing food security programs, ideally in a developing country.
- Knowledge and experience in agriculture, livelihood, and nutrition.
- Strong representation and interpersonal skills.
- Excellent analytical, oral and written communication skills.
- Proficiency in program design and proposal development related to agriculture, food, and nutrition security.
Desirable:
- Experience working with diverse teams and stakeholders.
