Introduction
The Zimbabwe Women’s Bureau (ZWB) is a Voluntary Organisation (PVO) established in 1978, dedicated to promoting, facilitating, and supporting the socio-economic rights of women in Zimbabwe. Registered with the Ministry of Labour and Social Welfare (PVO 45/78), ZWB serves a membership of over 25,000 women nationwide.
Adopting a pluralistic, participatory, sustainable, and holistic approach, ZWB has implemented impactful programs in Livelihoods, Sustainable Agriculture, Food Security, Environment and Climate Change, Social Justice, Membership Building, Institutional Sustainability, Leadership, and Governance.
Through these initiatives, ZWB has successfully contributed to policy changes and positively affected thousands of households across the country.
To further enhance its sustainability and broaden its impact, ZWB seeks a qualified individual or consultancy firm to assist in the development of a comprehensive Resource Mobilization Strategy. This strategy will align with the organization’s mission, vision, and strategic objectives.
Objectives of the Consultancy
The primary aim of this consultancy is to develop a Resource Mobilization Strategy that will:
- Diversify and increase ZWB’s funding base.
- Identify and recommend sustainable fundraising mechanisms.
- Strengthen partnerships with donors, development agencies, the private sector, and other stakeholders.
- Build the capacity of ZWB staff in resource mobilization techniques and best practices.
- Align resource mobilization efforts with ZWB’s strategic plan.
Scope of Work
The consultant will be expected to:
- Conduct a situational analysis of ZWB’s current resource mobilization approaches, strengths, and challenges.
- Assess the funding landscape, including donor priorities and available funding opportunities.
- Identify and analyze innovative and diversified funding models applicable to ZWB.
- Develop a Resource Mobilization Strategy with clear objectives, potential funding sources, partnership engagement mechanisms, and implementation modalities.
- Provide a capacity-building plan to enhance ZWB’s fundraising and proposal development skills.
- Develop a monitoring and evaluation framework for tracking resource mobilization effectiveness.
- Facilitate a validation workshop with ZWB management, board, and key stakeholders, incorporating feedback into the final strategy.
Deliverables
The consultant is expected to deliver the following:
- An inception report outlining methodology, work plan, and timelines.
- A draft Resource Mobilization Strategy for review.
- A finalized Resource Mobilization Strategy document reflecting feedback from ZWB and stakeholders.
- A presentation of the strategy to ZWB management, board, and stakeholders.
- A final report summarizing the consultancy process, findings, and recommendations.
Timeframe
The consultancy should be completed within one month, commencing on 3 March 2025 and concluding on 31 March 2025, with a detailed work plan to be agreed upon during the inception phase.
Consultant Qualifications and Experience
The ideal candidate should possess:
- A postgraduate degree in Development Studies, Business Administration, Public Policy, or a related field.
- A minimum of five years of experience in resource mobilization, fundraising, or grant writing for NGOs.
- Proven experience in developing resource mobilization strategies for non-profit organizations.
- Strong understanding of the funding landscape in Zimbabwe and the broader region, including bilateral and multilateral donors, philanthropic entities, and private sector engagement.
- Excellent research, analytical, and report-writing skills.
- Proven facilitation and stakeholder engagement expertise.
