Background

The Common Market for Eastern and Southern Africa (COMESA) is a regional group comprising twenty-one African States, dedicated to regional integration and economic development. The COMESA Yellow Card Scheme is a critical initiative under this grouping, providing a minimum insurance guarantee for vehicles transiting member states.


Job Purpose

The Senior Insurance Expert will oversee the effective management and implementation of the COMESA Yellow Card Scheme. Responsibilities include developing and implementing policies and procedures necessary for the Scheme’s success.


Main Duties and Responsibilities:

  • Implement and coordinate the Yellow Card Scheme in member countries.
  • Propose and enact improvements to technical, legal, financial, and administrative instruments.
  • Provide advisory services and technical support to members regarding the Scheme.
  • Conduct in-house training for technical staff within the Council.
  • Prepare performance reports regarding the Scheme’s activities.
  • Organize regional meetings and workshops.
  • Prepare for and service technical Sub-Committee meetings.
  • Assist in managing Council of Bureaux meetings.
  • Engage with stakeholders and manage policy implementation.
  • Help execute the strategic plan for the Yellow Card Scheme, including evaluation and monitoring.
  • Oversee negotiations related to the Yellow Card Scheme’s reinsurance pool.
  • Conduct studies to enhance operational efficiency.
  • Collaborate with stakeholders to improve the Digital Yellow Card (DYC) system.
  • Analyze statistical data to provide insights for operational improvements.
  • Facilitate administrative processes for statutory meetings and workshops.
  • Perform other related duties as assigned.

Person Specification

Education/Professional Qualifications:

  • Master’s degree in Insurance, Risk Management, Quantitative Studies, Commerce, or Business Studies.
  • Professional insurance qualifications (e.g., ACII, FIISA) are favorable.
  • Must be a national of a COMESA Yellow Card Member country.

Experience:

  • Minimum of 10 years in the insurance sector, with at least 5 years at a senior management level.
  • Experience with international or intergovernmental organizations is a plus.

Technical Skills:

  • Strong interpersonal, communication, planning, and organizational skills.
  • Proven professionalism in insurance and risk management.
  • Excellent analytical and decision-making abilities.
  • Comfortable with teamwork and computer literacy.

Employment Details:

  • Grade: P4
  • Remuneration: COM$ 63,135.00 – COM$ 75,953.00 annually.
  • Duration: Four years, with eligibility for reappointment based on performance.

Language Requirements:

  • Fluency in English is mandatory; working knowledge of French is an added advantage.
