Start Network Crisis Financing Country Advisor: World Vision Zimbabwe

Job Title: Start Network Crisis Financing Country Advisor
Location: Bulawayo, Zimbabwe
Contract Type: Local – Fixed Term Employee

Purpose of the Job:
Provide operational support to Start Network activities, focusing on the implementation of the Disaster Risk Financing (DRF) program to aid vulnerable populations in Zimbabwe.

Major Responsibilities:

  1. Program Management:
    • Develop and manage work plans, budgets, and reporting structures for the national DRF system.
    • Lead contingency planning and financing requests with Africa Risk Capacity.
  2. Coordination and Technical Support:
    • Coordinate activations for Start Fund alerts and ensure timely humanitarian operations.
    • Advise Start Network members on preparedness, monitoring, and emergency response.
  3. Stakeholder Engagement:
    • Facilitate collaboration among NGOs, government, and local civil society.
    • Support capacity strengthening activities and enhance collaboration among early action stakeholders in Zimbabwe.
  4. Monitoring and Evaluation:
    • Conduct evidence-gathering for research and advocacy.
    • Support MEAL functions and strengthen emergency preparedness capabilities.
  5. Advocacy and Resource Mobilization:
    • Raise awareness of early action initiatives and maintain key stakeholder relationships.
    • Assist in engagement with donors and share learnings across networks.

Knowledge/Qualifications:

  • Education: Master’s Degree in Disaster Management, International Development, or a related field (experience can substitute for education).
  • Experience: Minimum 5 years in coordinating complex programs in Zimbabwe, preferably in a humanitarian context. Experience in project management, stakeholder engagement, and proposal development is desirable.
  • Skills: Proficiency in MS Office, critical thinking, problem-solving, relationship management, and strong communication skills.
